Update
We have had reports of users able to access the application who were previously unable to connect. We are still investigating the cause of the issue, but it appears that a health check was not reporting the status properly for a web instance. We removed this web instance from usage and the issue resolved.

We believe that we have found the cause of the issue. Our connection errors have discontinued, and we are monitoring closely.
